US Democrats are preparing bills on AI model safety, corporate liability and data center infrastructure before taking control of Congress in January 2027, CDO Magazine reports, citing Reuters. The plans follow renewed Democratic calls for data center moratoriums after the midterms.

Representative Lori Trahan plans to introduce legislation requiring independent experts to evaluate leading AI models against safety standards. She also plans measures defining when companies can be held liable for harm caused by their AI products.

Democrats also plan increased scrutiny of OpenAI, Anthropic and other technology companies. In October, House committee leaders asked OpenAI, Anthropic, Meta, Google and SpaceX to disclose security practices and incidents in which AI systems acted in unintended ways.

The bills could face opposition from President Donald Trump and a possible presidential veto. Democratic control of congressional committees would also allow party leaders to hold hearings and compel testimony from technology executives.
