Renmin University and China-SCO center publish white paper on China's international AI cooperation
A white paper on China's international cooperation in AI application and governance was released on October 31 at the 2026 AI+ Conference in Beijing, Science and Technology Daily reports. It was compiled by the Gaoling School of Artificial Intelligence at Renmin University of China and the China-SCO Countries AI Application Cooperation Center, with 24 co-compiling institutions including the International Cooperation Center of the National Development and Reform Commission. The document calls for people centered AI, open cooperation, inclusive access, security and shared governance. It describes a technical foundation combining models, computing resources and data, alongside the sharing of open source models, application tools, training and governance experience.
The paper cites projects in agriculture, health and weather forecasting. An agricultural program in Brazil reduced materials and labor costs by 8 to 12 percent and increased corn and sugarcane yields by 6 to 10 percent. An AI system for maternal fundus screening completed a pilot in Niger, while China's MAZU weather system has been adapted for seven countries and is available through cloud access in more than 40 countries.
The document also covers AI training and legal governance. A China Africa computing program includes university teachers from 10 African countries and plans to reach 52 countries. Renmin University is working with nearly 30 law schools on AI governance research and has opened its Foreign-Related Rule of Law Large Model 2.0 to members of the Global Law Education Cooperation Alliance.

Tensordyne Napier: What If One Rack Could Do the Work of Nine?
Tensordyne
This Tensordyne whitepaper presents Napier, an inference-focused AI processor and rack-scale system based on the company’s TDN Math logarithmic number system. It examines infrastructure requirements for large mixture-of-experts and agentic models, compares major inference architecture approaches, and details the TDN AIP processor, TDN72 pod, TDN Link fabric, and Napier Ultra configuration. The paper reports simulation-based performance, cost, and accuracy-validation results, including Tensordyne’s projected comparison of one Napier rack with a nine-rack Nvidia Rubin plus Groq deployment; the chip is reported as taped out and in fabrication.
