China Proposes Export Controls for Advanced AI Models and Chips

Oct 16, 2026
China proposes export restrictions covering advanced AI models, agents, chip designs and computing clusters. The draft applies to models with at least 2 trillion parameters, while open source technology would be exempt.

China plans to restrict or ban exports of 40 technologies, including 23 related to AI, reports the Associated Press. The draft was published by the Ministry of Commerce of the People's Republic of China and the Ministry of Science and Technology of the People's Republic of China.

The proposed restrictions cover large models with at least 2 trillion parameters or certain leading capabilities. They also cover model weights, source code, AI agents, computing clusters and designs for AI chips made at 14 nanometres or below. Core model technology trained with sensitive national data could be prohibited from export.

Open source code and published research would be exempt. Chinese companies could continue providing overseas access through apps, websites and APIs. Public comments on the draft close November 15, while a temporary registration requirement for covered exports took effect October 16.

Tensordyne Napier: What If One Rack Could Do the Work of Nine?

Tensordyne

This Tensordyne whitepaper presents Napier, an inference-focused AI processor and rack-scale system based on the company’s TDN Math logarithmic number system. It examines infrastructure requirements for large mixture-of-experts and agentic models, compares major inference architecture approaches, and details the TDN AIP processor, TDN72 pod, TDN Link fabric, and Napier Ultra configuration. The paper reports simulation-based performance, cost, and accuracy-validation results, including Tensordyne’s projected comparison of one Napier rack with a nine-rack Nvidia Rubin plus Groq deployment; the chip is reported as taped out and in fabrication.
