Portugal Plans Renewable Power and Water Rules for Data Centers
The Portuguese government is finalizing rules that would require data centers to use renewable electricity and limit their use of fresh water, according to Data Center Dynamics. Environment Minister Maria da Graca Carvalho said projects would face strict water requirements and environmental reviews.
Data centers would need cooling technology that does not use fresh water, or another water source that does not compete with public supplies and other economic activity. More than 80 percent of Portugal's electricity came from renewable sources in 2025.
Portugal has more than 2.6 GW of data center capacity under development. The country currently has 36 operational facilities, with another 10 under construction or in planning.
