Bitcoin Policy Institute Report Alleges Foreign Influence Campaign Targeting US AI Infrastructure

The Bitcoin Policy Institute has released a report outlining alleged foreign efforts to slow US artificial intelligence development, citing links to Chinese state media, a nonprofit network, and foreign funding sources.

Bitcoin Policy Institute announced in a press release that it has published a report documenting alleged foreign influence operations aimed at hindering United States artificial intelligence development.

The report identifies three main channels of influence: Chinese state media targeting US AI infrastructure, a network of US nonprofits aligned with the Chinese Communist Party, and more than two billion dollars in foreign billionaire funding supporting calls for a federal moratorium on AI data centers.

According to the report, the campaign led to over fifty local moratoriums on AI data centers and the introduction of related legislation within 107 days of a coalition letter. It also notes instances of Chinese government affiliates appearing on a US Senate platform.

The institute recommends that Congress enact legislation requiring public disclosure of foreign-source funding for US policy advocacy organizations classified under sections 501(c)(3) and 501(c)(4).
