The framework mandates that covered companies publicly disclose their Secure Development Frameworks (SDFs), which detail safety practices and risk mitigation strategies. These disclosures are intended to provide researchers, governments, and the public with insights into the safety measures employed by AI developers. Additionally, companies must publish system cards summarizing testing procedures and evaluation results at the time of model deployment.

Anthropic's proposal emphasizes flexibility, avoiding rigid government-imposed standards that could stifle innovation. Instead, it focuses on creating a legal obligation for transparency, ensuring that disclosures remain consistent as AI models become more powerful. The framework also includes whistleblower protections, prohibiting false statements about compliance to encourage internal oversight of safety practices.

This transparency framework is proposed for implementation at federal, state, or international levels, allowing jurisdictions to adopt the requirements through legislation or regulation.
