OpenAI CEO Sam Altman proposes a 'compute budget' to ensure AI benefits are widely distributed, while addressing the challenges of AGI development.

OpenAI CEO Sam Altman has acknowledged that the benefits of artificial intelligence (AI) may not be equally distributed without proactive measures. In a recent essay on his personal blog, Altman suggested the concept of a 'compute budget' to make AI more accessible globally. This idea aims to address the imbalance in AI's impact on economic equality, as technological progress has historically improved metrics like health and economic growth but not necessarily reduced inequality.

Altman highlighted the potential economic disruptions AI could cause, particularly in the labor market, where automation is already leading to job losses. He emphasized the need for government policies and reskilling programs to mitigate these effects. Altman also reiterated his belief in the imminent arrival of artificial general intelligence (AGI), which he defines as systems capable of solving complex problems at a human level across various fields. However, he cautioned that AGI would still require significant human oversight.

To support the development of AGI, OpenAI is reportedly in discussions to raise $40 billion in funding and plans to invest up to $500 billion in expanding its data infrastructure. Altman noted that while the cost of advancing AI technology remains high, the expense of using AI is decreasing significantly, with costs dropping tenfold every year. This trend is expected to increase AI usage as more powerful models become available at lower prices.

Looking ahead, OpenAI is considering implementing safety measures for AGI, which may include unpopular limitations to ensure responsible use. Despite transitioning to a for-profit model, OpenAI aims to empower individuals while preventing AI misuse by authoritarian regimes. Altman also mentioned the possibility of open-sourcing more technology to give people greater control over AI. He reassured that OpenAI intends to maintain its partnership with Microsoft, despite speculation about contractual clauses related to AGI.
