Canada Unveils 'AI for All' National Artificial Intelligence Strategy
Prime Minister Mark Carney has announced AI for All, Canada's new national artificial intelligence strategy. The five-year plan seeks to increase AI adoption, create jobs, and ensure that the technology benefits all Canadians while reinforcing the country's digital sovereignty.
The strategy targets an additional 200 billion dollars in economic growth and the creation of 250,000 AI-related jobs by 2031. It aims to raise AI adoption from about 12 percent to 60 percent by 2034. A National AI Literacy Initiative will provide entry-level training for one million students and 3,000 educators, while 90,000 work placements will be offered to young Canadians entering the AI sector.
AI for All is structured around three principles: building trust, creating opportunity, and reinforcing sovereignty. Measures include modernising digital legislation, strengthening protections against deepfakes and surveillance pricing, and expanding the Canadian AI Safety Institute's capabilities. The government will also expand international partnerships and launch a Sovereign Technology Alliance to attract investment and open markets for Canadian firms.
To support sovereignty, the plan will invest in sovereign compute and cloud infrastructure, including a public AI supercomputer aligned with clean energy goals. It will also expand funding for Canadian AI researchers through the CIFAR AI Chairs program and ease entry for skilled workers via the Global Talent Stream.
The initiative, led by the Government of Canada, follows extensive consultations with over 11,000 participants across academia, industry, and community sectors. It aims to ensure that AI development and deployment in Canada reflect national values and deliver tangible benefits for citizens and businesses.
