China's Xi Jinping Calls for Global Cooperation on AI at Shanghai Conference
Chinese President Xi Jinping emphasized international cooperation in artificial intelligence during his speech at the opening ceremony of the 2026 World Artificial Intelligence Conference in Shanghai, according to a press release. Xi called for openness, inclusiveness, and coordinated global governance in AI development.
Xi stated that AI progress should not be the pursuit of a single country but a collective effort. He outlined four key principles: openness and shared progress, innovation supported by collaboration, risk awareness with human control over AI systems, and solidarity in building global governance structures. He encouraged alignment of international standards under the United Nations framework.
China announced several initiatives, including the creation of international AI cooperation centers with regional blocs such as ASEAN, the League of Arab States, the African Union, the Community of Latin American and Caribbean States, BRICS, and the Shanghai Cooperation Organization. Xi also said China will offer 5,000 training and seminar opportunities in AI over the next five years for developing countries.
At the same event, 29 nations signed an agreement to establish the World Artificial Intelligence Cooperation Organization, headquartered in Shanghai. The organization will serve as an intergovernmental body promoting consultation, joint development, and shared benefits in AI. Xi noted that China will also deploy AI supported meteorological systems, including the MAZU warning platform, to help 30 countries strengthen disaster preparedness.
