Twenty-Nine Nations Establish World AI Cooperation Organization

Twenty-nine countries have signed an agreement to create the World AI Cooperation Organization, an intergovernmental body based in Shanghai to promote international collaboration and governance for artificial intelligence.

Twenty-nine countries have signed an agreement to establish the World AI Cooperation Organization, according to a press release. The signing ceremony took place in Shanghai on July 16, with China's Foreign Minister Wang Yi representing the Chinese government.

The new intergovernmental body will be headquartered in Shanghai and guided by the purposes of the United Nations Charter. The organization aims to promote international cooperation and governance in artificial intelligence while supporting safe and equitable development across member countries.

The agreement was signed by 29 founding members, including Russia, Belarus, Serbia, Cuba, Brazil, and Venezuela, along with representatives from 10 African and 12 Asian nations. The organization plans to operate on principles of consultation, joint contribution, and shared benefits.

The formalization of the World AI Cooperation Organization occurred on the eve of the 2026 World Artificial Intelligence Conference in Shanghai, where discussions about global AI governance are expected to continue.
