Under the proposed framework, developers would be asked to provide their models to the government 90 days before launch and grant early access to critical infrastructure providers such as banks. The initiative aims to balance security concerns raised by some of Trump's supporters with the technology sector's preference for voluntary cooperation.

The order follows growing pressure from political activists urging stricter oversight of advanced AI systems, including Anthropic's Mythos model. Others in the tech industry, including major donors and executives, have opposed mandatory testing, favoring collaboration through existing federal programs.

White House Chief of Staff Susie Wiles and Science and Technology Adviser Michael Kratsios led the drafting process, with input from AI companies and cybersecurity officials. A White House spokesperson declined to comment on the order’s details, calling current reports speculative.
