Josh Shapiro Calls for Federal AI Guardrails

Pennsylvania Gov. Josh Shapiro called for federal rules covering frontier AI models, including independent oversight, greater transparency and safety requirements.

Pennsylvania Gov. Josh Shapiro called for stricter federal AI regulation during a summit in Pittsburgh on Sept. 17, according to CNN. His proposals include third party oversight of frontier models, greater transparency during model creation and stronger safety requirements.

Shapiro also called for international agreement on AI rules. He said President Donald Trump should discuss practical safeguards with Chinese President Xi Jinping and criticized House Speaker Mike Johnson for sending the House into recess without acting on AI.

The speech follows Shapiro's August executive order restricting data center projects in Pennsylvania. The order ended fast track approvals and introduced new requirements for developers.

Shapiro also accused some AI companies of publicly supporting regulation while privately funding groups that oppose it.
