AI Depiction of Josh Shapiro Airs in Pennsylvania Campaign Ad

A campaign ad from Republican gubernatorial candidate Stacey Garrity uses an AI generated version of Governor Josh Shapiro. Pennsylvania law does not prohibit the content, and federal rules limit broadcasters from rejecting candidate sponsored ads.

An advertisement paid for by Pennsylvania Treasurer and Republican gubernatorial candidate Stacey Garrity uses an AI generated version of Democratic Governor Josh Shapiro, according to 6abc Philadelphia. The simulated Shapiro claims responsibility for alleged scandals, while a disclosure about the use of AI appears about 40 seconds into the ad.

The Commonwealth of Pennsylvania currently has no law prohibiting such AI generated political content. Federal broadcast rules also prevent stations from censoring or rejecting ads sponsored by legally qualified candidates, although stations may have more discretion over ads submitted by third parties.

State Senator Lisa Boscola said in May that she plans to introduce legislation prohibiting AI deepfakes targeting candidates during election season. Delaware already prohibits distributing an undisclosed deepfake of a candidate within 90 days of Election Day.
