In a press release, OpenGov announced the appointment of Thiago Sá Freire as its new chief executive officer, effective April 1, 2026. Sá Freire succeeds Zac Bookman, who will transition to co-founder and chairman emeritus.

Sá Freire has served as OpenGov’s president and chief operating officer, where he oversaw the expansion of the company’s AI and ERP solutions for local and state governments. Under his leadership, OpenGov advanced its Public Service Platform, now used by more than 2,000 agencies across the United States.

Bookman founded OpenGov in 2012 and led its growth into a platform supporting digital services accessed by one in three Americans. The leadership change follows Cox Enterprises’ 2024 majority acquisition of OpenGov, which accelerated product development and expanded its reach in the public sector.

Before joining OpenGov in 2022, Sá Freire held senior roles at Chorus.ai, Hudl, Oracle, and Responsys, bringing over a decade of experience in scaling technology companies.
