US to Warn AI Partners Against Joining China Framework
The US is preparing to tell 35 countries that they must choose between its AI cooperation framework and China's rival effort, The Next Web reported, citing Reuters. The draft State Department letter says Pax Silica membership cannot be held alongside initiatives with conflicting expectations.
Washington launched Pax Silica last year to secure supply chains for AI models, semiconductors, and critical minerals. About two dozen countries have joined, including Japan, Australia, South Korea, and Kazakhstan. The wider group receiving the letter consists of signatories to a US AI Opportunity Statement from June.
The competing framework from the Chinese Government is the World AI Cooperation Organization, launched in July. Kazakhstan is the only country known to have joined both initiatives. The draft letter is undated, and no sending date has been established.

Tensordyne Napier: What If One Rack Could Do the Work of Nine?
Tensordyne
This Tensordyne whitepaper presents Napier, an inference-focused AI processor and rack-scale system based on the company’s TDN Math logarithmic number system. It examines infrastructure requirements for large mixture-of-experts and agentic models, compares major inference architecture approaches, and details the TDN AIP processor, TDN72 pod, TDN Link fabric, and Napier Ultra configuration. The paper reports simulation-based performance, cost, and accuracy-validation results, including Tensordyne’s projected comparison of one Napier rack with a nine-rack Nvidia Rubin plus Groq deployment; the chip is reported as taped out and in fabrication.
