Openlayer and Telefónica Tech Partner on AI Governance Across Europe and Latin America

Openlayer has partnered with Telefónica Tech to integrate its AI governance and observability platform into Telefónica Tech’s enterprise services, supporting compliance with the EU AI Act and ISO 42001 across Europe and Latin America.

San Francisco-based Openlayer has entered a commercial partnership with Telefónica Tech to provide AI governance and observability solutions across Europe and Latin America, announced in a press release.

The collaboration integrates Openlayer’s AI governance platform into Telefónica Tech’s AI and data services, enabling enterprises to test, monitor, and ensure compliance of AI systems with frameworks such as the EU AI Act and ISO 42001. Openlayer will supply the technology layer, including pre-deployment testing for bias, hallucinations, and robustness, as well as real-time observability of large language model calls and retrieval pipelines.

Telefónica Tech will contribute consulting, systems integration, managed operations, and local support throughout its regional network. The partnership aims to streamline AI governance processes by replacing fragmented tools with continuous, automated compliance and audit-ready reporting.

Openlayer was recently recognized as a Representative Vendor in the 2026 Gartner Market Guide for AI Evaluation and Observability Platforms and is used by Fortune 500 companies in sectors such as finance, telecom, healthcare, and energy.
