SuperTruth Maps Health Record Rights in 198 Countries

SuperTruth's Health Record Rights Index assesses access, control, privacy and AI rules across 198 countries and territories. No country received a score indicating full individual control of health records.

SuperTruth announced the Health Record Rights Index in a press release, covering 198 countries and territories. The index found that no country gives individuals full control of their health records.

The index scores jurisdictions from 0 to 100 across eight areas, including access to complete records, control over access, privacy, commercial use, research consent and rules for AI in healthcare. Denmark, Estonia, Finland, Hungary and Sweden received the highest scores, ranging from 67 to 71, while the typical country scored 39.

The United States scored 48 and tied for 55th place. SuperTruth also reviewed state rules, finding that 28 states require at least some businesses outside HIPAA to obtain permission before using or sharing health data, while 19 states have at least one active rule governing AI in healthcare.

The underlying sources and scores are available through CSV and JSON downloads, an API and a read only MCP server. AI research agents built on Anthropic's Claude reviewed laws and official sources, followed by a second agent review and author resolution of disputed findings. SuperTruth said no independent human review of all scores has been completed.
