Permuta Warns AI Data Fusion Can Concentrate Government Data

Permuta Technologies released a white paper examining the risks of using a single vendor ontology to connect sensitive data across government agencies.

Permuta Technologies released its third white paper on AI and government, the company said in a press release. The paper examines the risks of using a single vendor ontology to connect sensitive citizen data across immigration, tax, health and defense agencies.

The paper responds to Palantir's framework for institutional sovereignty in AI systems. Permuta argues that zero data retention, model agnostic architecture, granular permissions and continuous audit logging can monitor data use but cannot reverse concentration after agencies adopt a shared system.

Permuta cites the UK NHS Federated Data Platform as an example and says governments should assess concentration risks before adoption. It recommends early exit mechanisms, enforceable separation between systems and evaluation of concentration risk alongside model provider risk.
