Pacific AI Survey Highlights Gaps in AI Governance

Pacific AI's 2025 AI Governance Survey reveals significant gaps between AI ambitions and operational readiness, with many organizations lacking proper governance structures.

Pacific AI has released the results of its 2025 AI Governance Survey, conducted by Gradient Flow, which highlights critical gaps between AI ambitions and operational readiness. The survey, conducted in April and May, reveals that while 75% of organizations have AI usage policies, only 59% have dedicated governance roles, and just 54% maintain incident response playbooks for AI-specific risks announced in a press release.

The survey indicates that the pressure to innovate is outpacing the ability to scale AI systems safely and responsibly. Nearly half of the respondents, including 56% of technical leaders, cite speed-to-market as a top challenge, often leading to shortcuts that compromise safety. Only 30% of organizations have deployed generative AI systems to production, with large enterprises being more likely to manage multiple deployments.

Small companies are particularly vulnerable, with only 36% having governance officers and just 41% providing annual AI training. Familiarity with regulatory frameworks like NIST AI RMF is also low among smaller firms, with only 14% reporting awareness of major standards.

To address these gaps, Pacific AI offers a free AI Policy Suite, which includes an AI Incident Reporting Policy to help organizations comply with 110 different laws and standards across the US. This suite is especially beneficial for smaller organizations with limited resources.
