OpenAI stops pushing for China chip export limits, Politico reports

OpenAI has stopped pressing lawmakers for new chip export limits on China, aides and lobbyists told Politico, a shift that helps Nvidia.

OpenAI has stopped pressing lawmakers for tighter restrictions on advanced chip exports to China, Capitol Hill aides and lobbyists told Politico. They said the change helps Nvidia, which opposes new limits that lawmakers want to attach to the annual defense bill during the lame duck session.

OpenAI supported keeping China under strict export controls in comments submitted in March 2025. Its June 2026 proposal for a federal AI framework called to strengthen export controls but did not name China. Anthropic backs several of the proposed chip bills. An OpenAI spokesperson said U.S. labs having a substantial lead in advanced chips is key, and that effective export control policies are one part of a broader strategy.

OpenAI and Nvidia have also deepened their business ties. Nvidia finalized a $30 billion equity investment in OpenAI in February and, under an August deal, agreed to be the exclusive chip supplier for an Ohio data center OpenAI will lease, guaranteeing up to $105 billion for its first phase.
