Nebius Signs Letter of Intent for VOLT Rotterdam AI Gigafactory
Nebius Group signed a letter of intent to become the first off taker at VOLT's planned Dutch AI Gigafactory in Rotterdam, W.Media reports. How much capacity Nebius intends to purchase is unclear.
The campus is planned as six buildings with a total IT capacity of 600 MW. The first phase covers two buildings of 100 MW each, with an estimated investment of €7 billion. VOLT says this is an investment estimate, not a contract value, and anticipates that about €4.5 billion of it will go into AI chip infrastructure.
VOLT is leading development and has partnered with Eneco for the energy supply. Realization of the project depends on definitive agreements, financing, permits and the required energy and grid capacity.

Tensordyne Napier: What If One Rack Could Do the Work of Nine?
Tensordyne
This Tensordyne whitepaper presents Napier, an inference-focused AI processor and rack-scale system based on the company’s TDN Math logarithmic number system. It examines infrastructure requirements for large mixture-of-experts and agentic models, compares major inference architecture approaches, and details the TDN AIP processor, TDN72 pod, TDN Link fabric, and Napier Ultra configuration. The paper reports simulation-based performance, cost, and accuracy-validation results, including Tensordyne’s projected comparison of one Napier rack with a nine-rack Nvidia Rubin plus Groq deployment; the chip is reported as taped out and in fabrication.
