IBM Study Shows AI Ambitions Outpacing Data Readiness Among CDOs

A new global study from the IBM Institute for Business Value reveals that enterprise data strategies are evolving rapidly, but many organizations still face challenges in preparing their data for AI, according to a press release. The survey, which included 1,700 Chief Data Officers (CDOs) worldwide, found that 81% have integrated their data strategy with technology and infrastructure plans, up from 52% in 2023, yet only 26% are confident their data can support new AI-enabled revenue streams.

The report shows that the CDO role is shifting from data custodian to business strategist. While 92% of respondents said focusing on business outcomes is essential, only one-third can clearly articulate how data supports results, and less than 30% have defined measures for data-driven value. Deploying data for competitive advantage has overtaken governance and security as a top priority, with 84% of CDOs reporting that unique data products are already delivering measurable advantages.

Despite strong AI ambitions—81% of CDOs prioritize investments that accelerate AI capabilities—barriers like data accessibility and quality persist. Most leaders are opting to bring AI to data rather than centralize it, with 80% developing diverse datasets for AI training but 79% still early in defining governance at scale. Talent shortages also remain a concern: 47% cite attracting and retaining skilled data professionals as a top challenge, up from 32% last year.

The study underscores that while organizations are eager to expand AI adoption, readiness gaps in data quality, governance, and talent continue to slow progress for enterprises seeking to scale AI effectively.
