China Implements AI Content Labeling Rules
Chinese Government has enforced new regulations mandating the labeling of AI-generated content. Effective from September 1, 2025, these rules require both explicit and implicit identifiers for synthetic content, such as text, images, audio, and video.
The regulation, issued by the Cyberspace Administration of China along with other governmental bodies, aims to promote responsible AI development and safeguard public interest. Explicit labels must be visible to users, while implicit identifiers, like digital watermarks, are embedded in the metadata.
These rules apply to network information service providers, who must label AI-generated content and maintain logs of its distribution. Online platforms are required to detect and label synthetic content, adding warnings for suspected AI-generated material. Violations may result in penalties under cybersecurity and public safety laws.
Major social media platforms, including Tencent's WeChat and ByteDance's Douyin, have already implemented features to comply with the new law, ensuring users are aware of AI-generated content on their platforms.
