Chinese President Xi Jinping emphasized artificial intelligence and industrial modernization as key components of China's development strategy, outlining directions during multiple inspection tours and meetings throughout 2025.

Chinese President Xi Jinping has outlined the main directions for developing new quality productive forces, emphasizing artificial intelligence and industrial innovation as critical to China’s modernization, announced in a press release.

In April 2025, the Political Bureau of the Communist Party of China Central Committee held a group study session on strengthening AI development and regulation. Xi called for advancing technological innovation, industrial application, and improving governance systems to maintain leadership in AI development.

Just days later, Xi visited the Shanghai Foundation Model Innovation Center to observe AI progress firsthand. During the visit, he described AI as integral to China’s modernization efforts and urged continued innovation across industries.

Throughout 2025, Xi also inspected several major industrial sites, including Bensteel Group in Liaoning Province, Luoyang Bearing Group in Henan, and Yangquan Valve Co. in Shanxi. He underscored the importance of combining traditional industry with technological transformation and reaffirmed that China’s modernization depends on strengthening its manufacturing base and mastering core technologies independently.
