Senator Ted Cruz has introduced a bill aimed at establishing a federal artificial intelligence sandbox within the Office of Science and Technology Policy (OSTP). This initiative seeks to provide AI companies with the opportunity to apply for temporary exemptions from federal regulations, thereby facilitating experimentation and development of new technologies.

The proposed sandbox program would allow participating companies to receive waivers from certain regulatory requirements for up to two years. These waivers would enable companies to test and provide AI products or services without being subject to the usual enforcement, licensing, or authorization mandates. The bill outlines a review process to assess whether an AI application poses any health, safety, or economic risks.

The legislation also calls for the publication of assessment criteria in the Federal Register, inviting public comments. This move is part of a broader effort to reduce barriers to AI adoption and prevent overregulation at the state level. The bill does not include a ban on state regulation, a measure previously sought by the tech industry.
