Dean W. Ball, head of strategic futures at OpenAI, suggested that the U.S. Government could use regulation to create uncertainty around Chinese open-weight large language models such as Moonshot AI’s Kimi K3, according to a post he shared on X.

In his post, Ball described Kimi K3 as a capable model on par with top public systems from early 2026, though potentially expensive to operate. He speculated that U.S. agencies might issue informal guidance to raise perceived regulatory risk for enterprises using open-weight Chinese models, effectively discouraging their use without imposing formal bans.

According to reporting from TechCrunch, Ball’s remarks have intensified debate over whether open-weight models threaten U.S. investment in proprietary AI research. Axios and Politico have reported that the Trump administration is considering but has not yet decided on restrictions involving Chinese AI models. Critics of such measures argue they would curb innovation and reduce access to lower-cost, open AI systems for researchers and organizations in the United States.
