Linux Foundation Finds Digital Sovereignty Shapes European Open Source Strategy

A Linux Foundation report finds that 94% of European organizations consider digital sovereignty important, while generative AI tools are increasing open source use and governance demands.

The Linux Foundation said in a press release that 94% of surveyed European organizations consider digital sovereignty important, including 61% that consider it very important. Its 2026 State of Open Source in Europe report also found that organizations with advanced open source governance receive an average return exceeding four times their investment, compared with 3.6 times for those without formal governance.

Generative AI coding tools are in use or being tested at 94% of organizations. Among respondents, 76% said these tools increase the value they receive from open source software, while 48% increased their open source use as a result.

Governance remains uneven, with 31% of organizations lacking a formal open source framework. Another 48% maintain private forks of open source projects, spending an average of 311 hours per release cycle to patch 9.5 forks. Regulatory pressure has led 63% of organizations to increase spending on managing open source dependencies.
